HSE Manager - Bay City, TX

MAIN RESPONSIBILITES:
- Oversee the implementation of the ENVI management system for the facility meeting corporate requirements and certification of the site under ISO 14001.
- Supports Health, Safety and Environment (HSE) function of the site ensuring that HSE management system is implemented as defined by Company requirements, procedures and applicable legal regulations.
- Liaises closely with the Company Corporate HSE team to define and provide a comprehensive and coherent application of the management system.
- Monitors and controls the systematic identification, assessment and control of hazards, risks and environmental aspects.
- Coordinates and prepares annual HSE action plan.
- Participates in the Company HSE audit program, defining local program.
- Ensures the implementation of global and site HSE procedures, ensuring they are properly issued and updated.
- Prepares periodical reports showing statistics, trends, action plans, and proposes corrective actions if needed.
- Identifies applicable legal requirements and ensures compliance.
- Proposes required investments according to improvement plans and legal requirements.
- Supports and monitors the development and implementation of proper HSE training.
- Supports and assists Clients and other interested parties, analyzing their requirements and implementing changes, if needed.
- Coordinates and develops with Communications Area, the proper awareness campaigns.
- Coordinates and implements HSE committees and meetings.
- Analyzes statistics, trends, action plans, etc. and implements corrective actions if needed.
- Ensures compliance of air/stormwater/pollution prevention/waste permits from the state agency (TCEQ) by interacting with plant personnel and supporting in the proper implementation and follow up of maintenance/operation plans.
- Leads amendments/ alterations to air permit as needed.
- Develops PBRs (Permits By Rule) and ensures compliance.
- Responsible for all recordkeeping associated to air, storm water and waste permits.
- Responsible for preparing and submitting to Federal and State agencies annual reports (Tier II, Annual Waste Summary, P2 Plan and Progress Report, TRI, Green House Gas Emission Report).
- Liaises with engineering area to ensure all projects comply with local legal requirements.
- Leads ISO 14001 certification audits and environmental legal audits.
- Delivers training to all plant personnel on environmental requirements.
- Oversees waste storage area and ensures transport and disposal of waste is done according to local applicable requirements.
- Manages waste contracts including validating that invoices are appropriate according to contract items, processing invoices in SAP and ensuring payment following up with vendor and accounts payable area.
- Prepares budget for waste ensuring projections are in line with production areas.
MINIMUM QUALIFICATIONS:
- Bachelor's degree or foreign equivalent in Environmental Engineering or a closely related field
- Six (6) years of experience in a related occupation for the steel industry performing each of the following: air emission calculations from steel industry/OCTG manufacturing processes; waste management and waste minimization/recycling of steel plant or rolling mill waste streams; management of wastewaters and stormwaters from steel processes; ISO 14001 management; utilizing environmental management system applications; managing environmental compliance at shop floor level; performing ISO 14001 audits.
Special Requirement: Must be able to obtain Internal Auditor of ISO 14001 Standard Certification prior to hire.
Travel Requirements: Up to 10% domestic and up to 5% international travel to Tenaris facilities and industry association meetings and committees specific to the steel industry.
