Personnel Administration Senior Analyst - Houston, TX

Purpose
The Personnel Administration Senior Analyst is responsible for the administration, compliance, reporting, and continuous improvement of employee lifecycle processes for HR US operations. This role serves as a key resource for employees, managers, other HR areas, and external vendors, ensuring accurate employee data, regulatory compliance, and exceptional customer service.
The position manages large volumes of sensitive employee information and requires strong analytical skills, process ownership, systems proficiency, and data management capabilities.
Key Responsibilities
- Administer employee lifecycle transactions in ADP, Kronos/UKG, SAP, and HRApp, including hires, personnel changes, transfers, leaves of absence, and terminations/offboarding.
- Manage and audit employee data across HR systems to ensure accuracy, compliance, and data integrity.
- Serve as the primary point of contact for employee administrative inquiries and HR forms.
- Process employment verifications and wage garnishments/income withholding orders in accordance with FLSA and state requirements.
- Administer FMLA and state-specific leave programs in compliance with applicable federal and state regulations.
- Coordinate and administer key programs including employee recognition programs, business travel administration, and related HR communications.
- Prepare, analyze, and validate HR reports and metrics, supporting business decisions and compliance requirements.
- Maintain and update Standard Operation Procedures and process documentation for personnel administration workflows.
- Partner with HR, IT, Shared Services, and external vendors to resolve issues and improve processes.
- Identify and lead opportunities for automation, standardization, and operational efficiency.
- Maintain confidentiality and ensure compliance with company policies and applicable regulations.
Qualifications
- Bachelor's degree or equivalent experience.
- Experience in HR Operations, Personnel Administration, Payroll, Benefits Administration, or related fields.
- Intermediate to Advanced Microsoft Excel skills required, including Pivot Tables, VLOOKUP, complex formulas, data reconciliation, reporting, and large dataset management.
- Strong analytical, organizational, and problem-solving skills.
- Exceptional attention to detail and data accuracy.
- Customer-service oriented with strong communication and stakeholder management skills.
- Ability to manage multiple priorities and deadlines in a fast-paced environment.
